Tender Process in Spain
Tender documents and bids are in Spanish (sometimes Catalan, Basque or Galician).
Company documents may need an apostille and an official translation.
Bids are submitted online and signed with a digital certificate.
If you win, you usually have only 10 working days to send the award documents.
Tender analysis. We read the tender documents and tell you clearly what is required and whether you meet it.
Bid preparation. We prepare the administrative documents, including the ESPD (European Single Procurement Document), and write the technical proposal in Spanish.
Submission. We submit the bid on the right electronic platform, on time.
Follow-up. We monitor the procedure and answer any request for clarification.
Award documents. If you win, we prepare and file the required documents within the deadline.
Performance guarantee. We help you arrange the guarantee required before signing (usually 5% of the contract price).
Optional services (extra cost):
ROLECE registration. ROLECE is Spain’s official register of bidders. Being registered saves you from sending company documents in every tender. For foreign companies it takes at least 3 months, so it is worth starting early.
Digital certificate. We help you get the certificate your legal representative needs to sign bids online.
Electronic invoicing. We set up the e-invoicing that Spanish public bodies require once the contract starts.
Question 1: Can a foreign company bid for public tenders in Spain?
Answer: Yes. Companies from the EU and the EEA can bid directly, without a Spanish subsidiary. Companies from other countries can also bid, but they may need to prove that their country allows Spanish companies to bid on equal terms.
Question 2: Do we need to speak Spanish?
Answer: No. Bids must be in Spanish, but we prepare all the documents and keep you informed in English.
Question 3: Is ROLECE registration mandatory?
Answer: Not for every tender, but we recommend it. It proves your company details and capacity once, so you do not have to send them in every bid. For foreign companies it takes at least 3 months.
Question 4: Do we need a digital certificate?
Answer: Bids are submitted and signed electronically. We explain the options for your company and can help you get the certificate.
Question 5: What happens if we win?
Answer: You usually have 10 working days to send the award documents and set up a performance guarantee, normally 5% of the contract price excluding VAT. We prepare everything for you.
Question 6: How much does your service cost?
Answer: It depends on the tender and the services you need. Tell us about your case and we will send you a clear proposal.
Tell us what you need. We reply within 24 hours on working days.
